vermetid snail maybe looks like spider web kinda . look for a lil tube where it atarts

Have nassarius snails or wrasses? Nassarius snails make that slime when they walk around and some wrasses sleep in a slime cocoon that can look like that. In areas of low flow the slime can stick around for a while.

Are they known for doing harm to other critters in a tank? I just got back home and found my cleaner shrimp dead

They are not harmful, just annoying/messy.

Check your parameters...might be time for a water change!
