I'm surprised that the fee is so high (although, rightfully so - animal smuggling is pretty serious, and terrible on many levels). Historically though, the general fines and punishment for animal smuggling have been so low that the rewards far outweighed the risks... At least from the small amount that I have read previously on the subject.
