Epoxy

Jb water weld works great but it is pretty unnaturally white.

I used all kind of epoxy before and it is really temporary solution,sooner or later rock will come apart.Building my new aquascape I used this:http://www.marcorocks.com/bondingmortar.aspx

I works great on dry or live rock.It is not harmful at all and you can add it to your tank once it hardens somewhat ( about 1-2 hrs.).
 
JB water weld will eventually get covered in coralline though! And unless you drill and dowel, it's never really permanent.
 
Agree with Eric. the resin that marcorocks.com sells is a more permanent bonder.
I'm not a fan of bonding my rocks together though, because I've upgraded my tank 4 times already since I started reefing and don't want to deal with trying to pull or break them apart to tranfer and reaquascape. I just use big rocks in my display tank that is hard for the fishes to move.
