I think with all the foreclosures using no energy at all it makes the "normal use" a little unrealistic!

It's just a sales tactic. They tell you that you use to much electric so we have to charge you more per kilowatt, or simply to justify why they have to keep their prices high.
They should send a letter saying Thanks here is $50 dollars off for being a great customer.
