Thats a very low PSI.. You might need a pump to get better PSI. Just not sure about the phosphates.. Could be the container being used

what is the TDS of the tap water you are using and the TDS after it is filtered? Here is a link to some info on how RO/DI works. Perhaps one of your filters is not working properly. I would check to see if something is not seeded properly, aka take everything apart and put it back together ensuring that are no places for water to sneak by without being filtered. Have you measured all the other post filter levels or just po?
If your tds is 0 then one of your tests is off. Either you TDS meeter or your probe. Have you tried getting a po reading with a test kit? Are you currently experiencing unwanted algae growth?
0 TDS doesn't necessarily mean 0 TDS. It just means that it is the lowest range that your TDS meter can read.
