With two drivers, are there two channels that dim? Do both channels flickers or just one? If just one, then I would swap the drivers between the channels, and retest and see if problem moves or stays, might be bad driver, with them flickering at less-then 100%, makes one think that one of the drivers is not putting sufficient power

Wow. That sounds like a horrible experience. I went with ReefLEDlights almost two years ago and haven't had an issue. But then again, I built most of it from their kits.
